Thanks to the GPE grant and support from other partners, Cabo Verde made sure that children’s learning wasn't interrupted during the COVID-19 pandemic and that students can safely return to school.

The US$750,000 COVID-19 grant supports:
- TVs to students in remote areas who have access to electricity
- Learning materials to students who lack access to online programs
- Ensure sufficient sanitary facilities (masks, protective gowns, gloves, gels, soap, handwashing areas, etc.) in schools and all classrooms and common areas are kept clean according to new standards
- Training to teachers on the use of digital platforms and creation of content and create a support line for teachers and parents
- Train “Radio and Educational Technologies” team in charge of creating a new Studio TV Education program.
In late March 2020, the UNICEF office in Cabo Verde received a GPE grant of US$70,000 to support the Ministry of Education in its response to the pandemic. The grant was used to produce a video promoting distance learning via radio and TV.
Education in Cabo Verde
With an average length of schooling of 13 years, Cabo Verde has made considerable progress with coverage of the entire system. Analyses of equity and differentiation based on various population groups (gender, rural/urban, standard-of-living quintile) underscore the existence of moderate disparities up to the end of the second secondary cycle (10 years of studies).
The education sector plan finalized in 2017, “Plano Estratégico da Educação 2017-2021” targets three key strategic pillars:
- universal access to pre-primary education for all children aged 4 to 5 years, including those with special needs;
- better articulation of pre-primary education with basic education so that all students receive two years of pre-primary education;
- equal access to universal, free education up to Grade 8 through the implementation of social action plans for schools, particularly for priority groups and special education for all.
The local education group comprises representatives of the Ministry of Education, technical and financial partners, and civil society, and its mandate is to monitor implementation of the various stages of implementation of the education sector plan.

The Education Sector Institutional Strengthening program (RISE, from its French acronym) is supported by a $2.5 million GPE grant ($1.4 million in initial funding + $1.1 million in additional funding).
The program’s overall objective is to improve the quality, effectiveness and efficiency of education policies by strengthening the quality of education services provided through preschool and public basic education establishments. It also focuses on strengthening monitoring and evaluation of the education sector plan implementation.
Program activities are divided into four components and seek to:
- Strengthen the regulatory tools for educational and administrative management through:
- the development of legal frameworks and standards
- equipping nursery schools with learning materials
- improving the administrative and pedagogical management of public preschools, and secondary schools.
- Strengthen administrative and pedagogical capacities in preschools and basic education schools by:
- providing teachers training
- providing training in planning and administrative and financial management
- providing training in pedagogical management.
- Strengthen systems for assessing learning outcomes through:
- the creation of an evaluation unit within the ministry of Education
- the development of evaluation methodologies
- the assessment of learning outcomes.
- Create a monitoring and evaluation service for the implementation of the education sector plan. This will involve developing a system for monitoring and evaluating education programs and projects. This component also includes the evaluation of the RISE program.

As part of its investment in civil society advocacy and social accountability efforts, GPE’s Education Out Loud fund is supporting the Rede Nacional Da Campanha de Educação Para Todos (RNCEPT-CV) for the 2019-2021 period.
This builds on 11 years of Civil Society Education Fund (CSEF) support to national education coalitions for their engagement in education sector policy dialogue.
